Environmental Protection Specialist, GS-0028-12/13 at Lakewood

The incumbent serves as an Environmental Protection Specialist, Project Manager, and Contracting Officers Representative (COR) for assigned projects. The position is located in the Environmental Planning and Compliance Branch of the Environmental Quality Division (EQD), National Park Service (NPS), Natural Resource Stewardship and Science Directorate (NRSS). The position is duty stationed in Lakewood, CO. The NRSS develops, interprets, disseminates, and uses the tools of natural and social science and resource stewardship to enable the National Park Service to fulfill its core mission: to preserve unimpaired the natural and cultural resources and values of the National Park System for the enjoyment, education, and inspiration of this and future generations.

 

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

 

This is a TERM; time limited appointment not to exceed 13 months. This position may be extended up to a total of four years. TERM appointments do not confer competitive status.

Travel is required. Up to 8 nights of travel per month.

The position is located in the Environmental Planning and Compliance Branch of the Environmental Quality Division (EQD) and serves as a project manager for major and significant environmental compliance projects requiring the completion of an Environmental Assessment or an Environmental Impact Statement. These projects are typically the result of a court-ordered settlement, are precedent setting, and/or are highly complex and controversial. The position also provides environmental compliance policy guidance and assistance to parks as needed. Performing other duties as assigned.

SPECIALIZED EXPERIENCE FOR GS-12.

 

One year of specialized experience equivalent to the GS-11 grade level in the Federal Service.  Specialized experience for this position includes: participating on a team responsible for advising management officials on environmental planning and compliance with the National Environmental Policy Act (NEPA) and managing environmental planning and compliance projects which require in-depth knowledge of NEPA and the integration of other environmental laws including, but not limited to, the National Historic Preservation Act, and Endangered Species Act.

 

SPECIALIZED EXPERIENCE FOR GS-13:

 

One year of specialized experience equivalent to the GS-12 grade level in the Federal Service.  Specialized experience for this position includes duties such as: advising management officials on environmental planning and compliance with the National Environmental Policy Act (NEPA) and managing complex environmental planning and compliance projects which requires expert knowledge of NEPA and the integration of other environmental laws and regulations (such as the National Historic Preservation act, and Endangered Species Act) into the NEPA planning process.

KSA-1. Knowledge of and ability to apply project management theories, principles, and techniques as they pertain to environmental planning and National Environmental Policy Act (NEPA) compliance projects.  Knowledge and experience with all aspects of serving as a Contracting Officer’s Representative (COR).

 

KSA-2. Knowledge of and ability to analyze and apply the concepts, principles, and techniques relating to resource protection.  Familiarity with the substantive and procedural aspects of major environmental laws and regulations.

 

KSA-3. Ability to serve as project leader on interdisciplinary teams.

 

KSA-4. Ability to use data-gathering and analysis techniques to collect and review technical information on environmental activities and to identify and solve problems of a procedural nature.

 

KSA-5. Ability to communicate in writing.


Education

There is no substitution of education for experience for this position.

 

Education must have been obtained from an accredited or pre-accredited institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications.  Education completed in foreign colleges or universities may be used to meet the above requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
