Exelis is seeking a Proposal Manager for our Colorado Springs office to support the Information Systems Division.

Description:
• Evolving and managing the Information Systems (IS) Division Proposal Center.
• Responsible for building out the C3S Colorado Springs proposal facility and leveraging that capability across IS as designated by the IS strategic and operational plan
• Integrating the AIS Colorado proposal capability into the C3S Colorado Springs proposal capability
• Responsible for driving increased win rate and capture ratio, process efficiencies, and training and development
• Builds high performance proposal teams using the IS business development process to deliver winning best-in class proposals
• Supervisory responsibility over proposal managers and other proposal staff and works closely with the capture managers, subject matter experts, and the business area leadership
• Major Job Activities include but are not limited to:
o Leads proposal team in qualifying opportunities and proposal team members are aligned with the other functional areas that are involved in proposal development
o Champions continuous process improvement of the proposal process
o Trains team to identify risks and advise on implications of options
o Evaluates resource loading, productivity, schedule development and proposal quality
o Ensures on time delivery/submission of high quality competitive bids
o Stays abreast of industry trends and incorporated relevant trends into the day to day operations and processes
o Coaches team on using strategy statement and communicating complex concepts clearly and dynamically
o Promotes storyboarding and coaches teams
o Defines, collects and analyzes measures, creates metrics report
o Ensures infrastructure and resources are sufficient to produce high quality bids

Required Experience and Education
10+ years technical experience with 5-8+ Years business development and/or project, program or technical program management experience with BS Marketing, Engineering, Science or IT field of study. 15+ Years of proposal experience desired with at least 10 years leading a proposal center. Have led proposal efforts greater than $500M. Completed commercial training in oral proposal management. Trained in Shipley or related methodology. Experience with SharePoint, Microsoft Office Suite, Proposal Management Software and Groupware
