SummaryIncumbent will be responsible for the analysis and implementation of Access Cost Management (ACM) processes, auditing Access bills, handling disputes with Vendors, and resolving related problems and discrepancies. Must be able to lead projects through to completion with minimal-to-no supervision. Performs a wide spectrum of moderately difficult assignments requiring alternative analysis, innovation and judgment.
Essential Duties* Develop efficient strategic audits to facilitate mass invoice analysis.
* Develop effective reporting tools and provide detailed reporting to management and internal customers regarding leased access costs and process metrics.
* Represent Network Finance organization with internal customers to effectively communicate vendor billing and ordering issues.
* Identify, open, negotiate and resolve billing disputes with access vendors.
* Manage billing relationship with access vendors: act as liaison between Level 3 and access vendors with respect to billing, facilitate dispute resolution in a timely manner, effectively communicate Level 3 issues and concerns and negotiate favorable returns with dispute resolution.
* Continually identify for management process improvement opportunities to ensure efficient structure for the Network Finance organization.

Education and Experience* Experience: 5+ yrs

* Attention to detail with good organizational capabilities.
* Ability to prioritize with good time management skills.
Knowledge, Skills or AbilitiesPreferred knowledge and skills:
Telecommunications experience highly desirable. Proficient PC knowledge, excellent written/verbal communication and interpersonal skills, along with the ability to handle multiple tasks is essential. The successful candidate must be self-motivated, assertive, and a team player. Analytical aptitude is extremely important. Must be flexible to work in a fast-paced, constantly changing environment. The candidate must have an understanding of leased network architecture and circuit construction. He/she must have the ability to influence individuals to meet the organizations needs. The candidate have the ability to coordinate across functions and possess a proactive work ethic. Additional preferred skills include experience with MS Excel, MS Access, MS Office, BRIO or other query tools, BillTrack Pro and Level 3 provisioning systems.
Work Environment* Government Security Required: No

Sits five to seven hours per day. Stands and or walks one to three hours per day. May bend, reach, stoop and crouch throughout the day. Should have the ability to hear, speak and see effectively to perform the necessary tasks of this position. Manual dexterity is occasionally required. The position may require frequent movement and activity relating to using keyboards, viewing data on computer displays, and communicating verbally and in writing to the needs of others. The employee-owner may occasionally lift and/or move up to 10 pounds. Working Conditions: Work is performed in an office environment. The noise level in the work environment is usually moderate. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions.
