The Department of Interiors (DOI) Interior Business Center (IBC) is a Federal Shared Service Center, providing world-class business management services. We offer a diverse yet integrated set of solutions, and are an authorized Shared Services Center in Financial Management, HR/Payroll, IT and Security. This position is located in the DOI, IBC, Human Resources Directorate, Human Resources Management Systems Division (HRMSD), Systems Engineering and Administration Branch (SEAB). The primary responsibility of the Branch is to design and develop the solutions required to integrate the IBCs diverse HR IT solutions into a single federated system. The branch also develops customer applications providing HR functionality.

Serves as the team lead; in conjunction with the SEAB Branch Chief, plans the workload and establishes team priorities; monitors team activities, coordinates the workload, and takes appropriate action to ensure that systems schedules are met.
Develops accurate and efficient designs for the web applications, web services, and automated workflow, using Rational Software Architect and other tools.
Develops HTML and web forms; develops cascading style-sheets; develops client-side edits and business logic. Ensures the client-side scripts are compatible with supported browsers.
Based on customer requirements, develops schemas for web services using the Web Services Description Language.
Develops new web services by composing them from other finer grained web services. These may be composed from FPPS EntireX based web services, web services from other NBC LOBs, or from Application Service Provider (ASP) products.
Based on customer functional requirements, develops automated solutions for business processes not handled by individual systems to ensure efficient and effective flows across these solutions.
Develops adaptors between the workflow server, web application server, portal server, databases, and web services to provide data flows across automated business processes.

Develops and executes unit test cases and integration test cases; records results.
Follows established procedures and policies for changes to software, migration procedures, and configuration of software on servers.
Provides operations and maintenance support from an applications perspective.
Applicants must possess one year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: experience in applying expert knowledge of web service development for J2EE, web development using ColdFusion MX8, java development, Oracle9I or higher, WebSphere SOA product stack experience and Unix, Linux and/or zLinux operating systems.
A written test is not required.
Substitution of education for experience is not applicable at this grade level.
This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. The SPF for this position is: experience in developing and supporting complex XML based web services in a complex environment.
