This position is located in the DOI, IBC, Human Resources Directorate, Payroll Operations Division, Systems Analysis and Client Support Branch. The Branch provides information and functional assistance to internal Payroll Operations Division (POD) clients and external clients serviced by POD.

Assignments involve:
- Assigns, monitors, and evaluates work assignments of subordinate personnel to ensure tasks are completed timely.
- Supervises, trains, and provides guidance for subordinate personnel.
- Develops plans and goals in line with IBCs strategic mission and executes plans.
- Creates, maintains, and provides oversignt of operational guidelines and technical guidance.
- Evaluates and assists in designing system capabilities and enhancements to optimize operational performance.
- Performs analysis of existing automated accounting and payroll related systems to identify and resolve processing issues.
- Writes clear and concise system specifications for POD support system.
- Develops and executes structured system test.
All qualification requirements, including time-in-grade restrictions, must be met by the closing date of the announcement.
In addition to meeting the basic education requirement (see below), you must also possess 1 year of specialized experience equivalent to at least the GS-12 level as described below.
Applicants for the GS-13 grade level must possess one year of specialized experience equivalent to at least the GS-12 level.
Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, specialized experience for this position includes but is not limited to extensive knowledge of the interrelationships between personnel, payroll, accounting, and ADP areas and an extensive understanding of the automated systems thereof; Analytical skills to identify tax and related financial practices which are not in compliance with regulatory requirements and to advise bureau/agency staffs accordingly in order too achieve a properly functioning system; Project management knowledge to work effectively under the pressure of tight timeframes and rigid deadlines.
A written test is not required.

APPLICANTS MUST POSSESS ONE OF THE FOLLOWING BASIC EDUCATION REQUIREMENTS: (Note: You must provide transcripts as verification of your education)
A. A BA/BS degree in accounting.
B. A BA/BS degree in a related field such as business administration, finance or public administration that included or was supplemented by 24 semester hours in accounting (the 24 hours may include up to 6 hours of credit in business law).
C. At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law)
D. At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND a certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination
E. At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND completion of the requirements for a degree that included substantial course work in accounting or auditing but does not total 24 semester hours, AND I have successfully worked at the full-performance level in accounting, auditing or related fields. (Note: If you select this option, a panel of at least two higher level professional accountants or auditors will evaluate your application to determine whether you have demonstrated a good knowledge of accounting and related and underlying fields that equals in breadth, depth, currency and level of advancement that which is normally associated with successful completion of the 4-year course of study that includes completion of 24 semester hours of accounting [6 semester hours of which may include business law]. Additionally, your application will be reviewed to determine whether your education, training and experience fully meet the specified education requirement, except for literal nonconformance to the requirements of 24 semester hours in accounting.)

Legal, Government & Jurisprudence - Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, government regulations, executive orders, agency rules, government organization and functions, and the democratic political process.
