This position is career-seasonal in nature and does not provide employment on a year-round basis. You may work a minimum of 26 weeks but generally not more than 48 weeks a year. Actual work schedule and period of furlough is contingent upon funding and operational needs. Relocation expenses will be paid for current permanent government employees in accordance with current federal travel regulations; however, there will be no guaranteed home sale. Government housing may be available in the park headquarters area. Housing assignments are made through a bid process.

Utility Systems Repairer operators (USROs) at this level operate and maintain Class C and D water plants and water treatment plant equipment, perform inspection checks, provide maintenance and repair or replace water treatment or distribution equipment. They operate, maintain, inspect and repair or replace wastewater systems and treatment equipment. USRO’s also operate and maintain state certified Water Quality Laboratories and perform required record keeping. They operate and maintain motor vehicles up to 53,000 GVW such as a Sewage Pumper Trucks or tankers and use vehicles necessary in the repair of distribution and collection systems.

 

PHYSICAL EFFORT: the physical effort may be from light to heavy. The Operator may frequently lift up to 50 pounds and at times will lift or move materials heavier than 100 pounds with the help of other personnel or with the use of materials handling equipment.Work performed will require the wear and use of confined space entry equipment and restraints, manual excavation of dirt and rock, and use of industrial power equipment in order to make repairs to those water and wastewater pipelines under conditions of extreme heat and cold conditions. Work may require hiking on steep trails in extreme conditions in order to arrive and to depart the assigned duty location or remote site, and will require hiking to and from the pumping stations, pump houses, and storage facilities within the Rocky Mountain National Park.Work requires considerable standing, stooping, bending, pulling, pushing, crawling, and working in confined spaces. Frequent use of manual excavation tools like picks, rock bars, and shovels are required. Work can be dusty and dirty, and personnel will be exposed to raw sewage and other contaminants frequently. Work can be both inside and outside with personnel exposed to weather elements including heat, cold, rain, and snow. Work may be performed during the day and at night.Work on pipeline breaks and repairs to the pipeline may require physical effort in the excavation of the damaged pipeline and in the replacement with the new pipe, and those duties may require this work to be performed under extremely adverse conditions. Personnel will be required to work long shifts with little time off in order to insure that the pipeline integrity is restored quickly.

WORKING CONDITIONS: work will be both inside of facilities and buildings and outside in temperatures that can range from 100 degrees F. during the summer to -30 degrees F. in the winter. Exposure to rain and snow can occur. The Operator is subject to recall and may be called out at any time of the day or night to respond tosystem failures and to other emergencies as a situation might dictate. The Operator may be exposed to insect bites, bruises, cuts, falls, burns, and scrapes. Will be exposed to raw sewage. Will be constantly exposed to moving machinery and chemical feed systems and equipment typical of work performed in the water/ wastewater industry. Must work around hazardous chemicals, gases, liquids, and reagents and must have a solid working knowledge of safety practices and procedures when working with those chemicals. Will be exposed to confined spaces, biological hazards, hearing hazards, electrical hazards, moving machinery, trenching hazards, and other potentially dangerous conditions and must at all times adhere to all safety practices and procedures when exposed to those hazards. May be exposed to loud and high pitched noises, slippery surfaces above and below ground level, moving vehicles and equipment, and noisy power tools and machinery. Operators may be exposed to extreme temperatures, steep hillsides with dangers of falling rock, confined spaces, and to the hard physical labor that is required to remove and to replace damaged sections of the pipeline.

Time in Grade Requirements: time-in-grade requirements must be met by the closing date of this announcement. This requires applicants who have held a GS position at any time within the past 52 weeks to have served at least 52 weeks at the next lower grade level in the normal line of progression for this occupation.

Requirements

1. You may be required to serve a probationary period of 1 year.

2. National Park Service (NPS) uniformed position. Employee will be required to wear a uniform and comply with NPS uniform standards. A uniform allowance will be provided to defray the cost of the uniform.

3.  Applicants must possess a valid state drivers license. This position requires that you operate a government (or private) motor vehicle as part of your official duties. A valid State drivers license is required. As a condition of employment, you will be required to submit a completed GSA Form 3607, Motor Vehicle Operators License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid drivers licenses, whether current or past, possessed by you. If you are tentatively selected for employment in this position, you will be required to complete GSA Form 3607 and submit the above State issued documents. Your employment, after your tentative selection, will be contingent upon receipt of these documents in a timely manner and that those documents establish, to the satisfaction of the selecting official, that you possess a valid drivers license.

4. Appointment is subject to pre-employment drug testing, with a negative test result, and random testing thereafter.

5. You must possess a valid Colorado, or other state’s equivalent, Class B Commercial Driver’s License with airbrake and tanker endorsements.

6. You must posses a valid Colorado, or other states equivalent, Class D Water Operator Certification.

7. You must possess, or be able to obtain within the given time period the following Colorado or reciprocal state certifications:

· Possess or obtain within 9 months of the first available testing cycle a valid Colorado Class C Water Operator Certification

· Possess or obtain within 9 months of the first available testing cycle a valid Colorado Class 1 Distribution Certification or equivalent or higher certification.

· Possess or obtain within 12 months of the first available testing cycle a Small Wastewater System Certification or a Class D Wastewater Operator Certification

· Possess or obtain within 12 months of the first testing cycle a Class 1 Wastewater Collections Certification or equivalent or higher certification.

· Must possess or obtain within 12 months of the first available testing cycle a Cross Connection Control Technician Certification.

HOW YOU WILL BE EVALUATED:
