Type of Appointment: This is a Career/Career-Conditional Appointment [This is a full-time, non-dual status (competitive) permanent position and does not require National Guard Membership].
Incumbent serves as the analyst and consultant for the management and administration of programs within the division. This position is located at the Colorado Joint forces Headquarters, Command Administrative Office, Centennial, CO.

- Assist management in interpretation and utilization of reports and information by developing various visual media presentations on trends, performance status capability and related management information.
- Review, evaluate and analyze obligations and expenditures.
- Assist management in preparing guidelines and instructions to subordinate organizations for development of the yearly State Operating Budget.
- Research and interpret personnel and training regulations to provide advice and assistance to management on accountability and legality of operation programs.
- Formulate and review all Annual Funding Guidance/Programs (AFG/AFP) ensuring obligation authority is not exceeded and budget adjustments are properly made.
- Provide guidance and instruction to subordinate organizations for the proper management of programs.
In order to qualify for GS-0343-9, Program Analyst, you must meet one of the following:
A. Have one year of specialized experience, equivalent to the GS-7 level in Federal service, analyzing and identifying agency programs for deficiencies or areas of improvement (e.g. workload, resource consumption, training, personnel etc.); providing advice and guidance to management on the accountability and legality of program operations; assisting in and reviewing, evaluating and analyzing agency obligations and expenditures; etc.OR
B. Have a masters or equivalent graduate degree or two years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours will satisfy the one year of full-time study requirement.

C. Have a combination of graduate education and specialized experience. To combine education and experience, determine the applicants total qualifying experience as a percentage of the experience required for the grade level. Then determine the applicants education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
