This position is located within the Police Service at the Denver Campus of the Eastern Colorado Health Care System (ECHCS). This Service provides law enforcement and security support for the ECHCS; its subsidiaries, and the Fort Logan National Cemetery. The primary duty station for this position will be at the Colorado Springs CBOC (Community Based Outpatient Clinic) and will primarily provide law enforcement support to VA facility locations in Southern Colorado. The primary purpose of the position is to perform the essential functions of the job which include but are not limited to the suppression of crime and criminal activity, the protections of life and property, the apprehension and arrest of violators of criminal laws, the identification and recovery of stolen/missing property, familiarzing themselves with all aspects of the environment being protected (property layout, resources and personnel). Police initiate contact when unusual persons, circumstances present, and when accidents occur; perform investigations and submit detailed reports on all such occurrences.

DUTIES:
Incumbent must prevent, detect, and investigate violations of law, rules and regulations involving accidents, crimes, and misconduct involving misdemeanors and felonies; arrest violators, assist in the prosecution of criminals, and serves as a source of assistance to persons in emergency situations. Individual will also be required to conduct vigorous and inquisitive patrol activity, which provides the greatest frequency of visibility in corridors, wards, stairwells, building perimeters and grounds. As an armed police with prescribed powers of arrests for violations of Federal statutes, observes all activities occurring on the field station and is constantly alert to acts of suspicious nature which may result in theft, burglary, pilferage, assault or other serious crimes.
WORK SCHEDULE: Typically assigned to permanent 10-hour shifts. Work may include overtime, weekend, night and holiday work.

RESTRICTION ON MOVEMENT: General restriction on movement after competitive appointment CFR 330.501: Employees must meet the three (3) month restriction on movement since their latest Career or Career Conditional competitive appointment.
TIME IN GRADE REQUIREMENT (POSITIONS ABOVE THE GRADE 5): Under merit promotion procedures, Federal applicants must have served 52 weeks at the next lower grade of the position announced to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked. If you currently hold or have previously held a position at the same (or equivalent) or higher grade/ level in the Federal government as of this announcement, you will meet the TIME IN GRADE REQUIREMENT.
Your background must demonstrate experience in law enforcement prevention, i.e., detection, and investigation of various laws, rules and regulations involving accidents, crimes, and misconduct involving misdemeanors and felonies.
PHYSICAL EFFORT:
The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. WORKING CONDITIONS: Work involves both indoor and outdoor activity in all types of weather conditions, constant interaction with individuals and groups of individuals from varying and diverse backgrounds.
Time-in-Grade Restriction - Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. These applicants must have held the GS-5 grade or higher for a year in order to meet this requirement for the GS-6 level of this vacancy. The grade may have been in any occupation but must have been held in the Federal service.
For GS-6: One year of specialized experience equivalent in difficulty to the GS-6 level is required:
Examples of Specialized Experience: Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; law enforcement in parks, forests, or other natural resource or recreational environments. Examples of specialized experience may include responding to calls or alarms involving crimes; informing individuals about their rights as suspects and/or witnesses; operating radar or other speed detection equipment and pursuing speeding vehicles when enforcing traffic regulations or laws; arresting violators caught in the act or who readily admit to guilt; issuing citations; enforcing speed limits; assisting at accident scenes; preparing reports that describe events that may be used in future legal actions; responding to duress alarms and subduing unruly individuals; patrolling; pursuing and apprehending person; seeking detecting, and protecting evidence and witnesses at the scene of an incident; performing booking procedures, conducting investigations; questioning and taking statements from victims, witnesses, and complainants; interrogating suspects; applying all correct rules of search and seizure; and analyzing facts to identify suspects and develop case information.

ADDITIONAL REQUIREMENTS FOR POLICE OFFICER POSITION:
1. Applicants must possess a valid, unrestricted State drivers license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely.
2. VA Police Officers must be able to achieve and maintain proficiency and qualifications with all agency weapons.
3. New VA Police Officers are required to attend an 8-week course at the VA Law Enforcement Training Center in Little Rock, Arkansas within 90 days of entry on duty.
4. A character investigation will be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidates honesty, integrity, general character, and loyalty to the U.S. Government.
