Secretary (Office Automation) at Colorado Springs

JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

Incumbent will serve as a Secretary (OA) in the Office of the Deputy Commander of Operations for U.S. Army Space and Missile Defense Command (USASMDC) / Army Forces Strategic Command (ARSTRAT) duty location is Peterson AFB CO.

 

As a result of sequestration and budget shortfalls, Army is furloughing most of its employees for some amount of time during fiscal year 2013.  An employee in this position MAY be subject to furlough.  If applicable, specific information regarding the administrative furlough will be provided to the individual selected for this position.

Serves as the primary point of contact for the Deputy Commanding General’s (DCG) calendar with authority to commit. On own initiative recommends changes in administrative policies and devises office procedures and practices. Responds to inquiries and administrative problems brought to the DCG by members of the staff, Space and Missile Defense Command, officials of other government agencies and contractors. Keeps the DCG informed of daily activities, administrative problems encountered, and the means of resolution by staff personnel. Exercises exclusive control over the DCG’s appointments with complete authority for commitments of time. Coordinates scheduling with offices of staff heads, subordinate commanders, prominent civilian and government leaders including congressmen and foreign dignitaries. Screens all calls and visitors, answering most questions and completing most business for which there is no established policy or precedent, based on knowledge of office activities, or views of supervisor on specific subjects. Plans appointments and meetings according to DCG’s priorities, allowing flexibility to accommodate urgent situations regarding changes in programs/budget considerations. Ensures that the practices and procedures used by secretaries in subordinate organizations are consistent with those of the DCG’s office. Ascertains need and conducts training sessions for all subordinate secretaries in such areas as correspondence, telephone procedures, interpretation of regulations, directives, reports, and public relations responsibilities. Receives and reviews all incoming correspondence directed to the DCG’s immediate office to determine items requiring the personal attention of supervisor, items of a policy nature which can be handled by the Executive Officer, or one of the subordinate elements, or items which incumbent can handle from general directions on policy or knowledge of supervisor’s views.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as having experience with administrative concepts and practices, military courtesy, protocol procedures and practices.  Experience in advising staff members or persons outside the organization, anticipating and preparing material for the supervisor’s special needs, and making decisions related to the administrative and clerical activities of the office. Experience recommending or compiling material for use in public speaking engagements. Experience with regulations, policies and procedures and preparation and clearance of correspondence, action document, and reports. Experience to properly prepare effective written communications. Experience in operating automatic typewriter, word processing software and/or data entry and retrieval equipment. Experience with office automation systems to use numerous types of software for various office needs. Experience to arrange travel for the DCG to include personal preferences, joint travel regulation requirements and protocol necessarily associated with such travel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

- Knowledge of Office Automation Systems
- Knowledge of Clerical and administrative duties
- Ability to communication orally and in writing

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).


Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Conditions of Employment:
A qualified typist is required (40 wpm).

Incumbent must be able to obtain and maintain TOP SECRET security clearance.

This position is covered by the Civilian Drug Abuse Testing Program. Incumbent is required to sign a DA Form 5019-R "Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program" or a memorandum of understanding (MOU).
