Environmental Engineer/Physical Scientist at Pueblo

JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

This is an interdisciplinary position and may be filled by either an Environmental Engineer or a Physical Scientist.  This poosition is located at the Pueblo Chemical Depot. This position has full responsibility for technical expertise and project management required to carry out a wide range of duties related to the Installation Restoration Program (IRP) at Pueblo Chemical Depot (PCD). Coordinates discussion and represents PCD during meetings/negotiations with representatives from the U.S. Environmental Protection Agency (EPA), the Colorado Department of Public Health and Environment (CDPHE), the U.S. Fish and Wildlife Service, the local health department, and higher headquarters. Incumbent is expected to exercise professional knowledge, judgement, and/or experience in various fields of engineering and science as well as effective project management.

 

Pueblo is located in southern Colorado along the southern edge of the state’s major growth corridor.  Pueblo is known for its historic transportation junction.  The city lies 120 miles south of Denver at the crossroads of two major highways, I-25 and US Hwy 50. Pueblo Chemical Depot (PCD) is east of Pueblo.  PCD has a very diverse work force that has performed for over 70 years to support soldiers. As a result of sequestration and budget shortfalls, Army is furloughing most of its employees for some amount of time during fiscal year 2013.  An employee in this position MAY be subject to furlough.  If applicable, specific information regarding the administrative furlough will be provided to the individual selected for this position.

As the Environmental Engineer or Physical Scientist with the Pueblo Chemical Depot, you will make engineering or scientific studies of environmental and structural conditions and prepare written reports of findings. You will make recommendations for repair or modification of any equipment or system that creates or emits air, soil, or water pollutants.  You will also conduct remedial investigations to determine the nature and extent of contamination and other data necessary to support the corrective measure study in all environmental media.  You will review and analyze environmental related documents, both technical and legal. You will serve as an environmental engineer/scientist responsible for completion of other environmentally related projects. You will be responsible to visit work sites to provide oversight to contractors performing environmental work.

In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as: Duties providing technical expertise and project management responsibilities related to environmental restoration.  Conduct hazardous waste studies to be used in remediation projects.  Coordinate with officials from other environmental agencies.  Conduct environmental studies required to complete environmental projects.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service ([GS-11]).

 

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of Environmental Regulations
  • Ability to conduct investigations
  • Skill in Project Management
  • Skill in Monitoring contracts and contractor compliance

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).


Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

 

To qualify as an Environmental Engineer you must have a degree in Professional Engineering OR Combination of education and experience, Professional registration as a professional engineer or have passed the Written Test as Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners.

 

To qualify as a Physical Scientist you must have a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.  OR a combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
