DC Water, the District of Columbia Water and Sewer Authority, is seeking a highly motivated Program Manager of Tunneling Design. Relocation assistance available for qualified candidates as needed.
The Program Manager, Tunneling Design is responsible for assisting in managing the geotechnical/structural engineering design phase of the Authoritys multi-billion dollar 20-year Combined Sewer Overflow Long-Term Control (CSO LTCP), which includes federally enforceable consent decree driven milestones. The incumbent is expected to carryout assignments independently, to include interpreting policies and regulations and coordinating work with others. Methodology and approaches to solution of problems are regularly determined by the incumbent.
ESSENTIAL FUNCTIONS:
- Serves as the geotechnical/structural tunneling engineer during the design and planning of the tunnel systems related to CSO LTCP, to include developing concept designs and/or reviewing designs received from consultant engineering firms; ensures compliance with applicable safety rules and regulations.
- Assists the Manager, Design CSO, and other CSO Staff, on the design and program management related to the CSO LTCP project.
- Administers consultant agreements on projects related to sewer tunnel system planning and engineering programs.
- Prepares and reviews project schedules and budgets, and reviews and recommends payment of invoices.
- Reviews project change orders and cost estimates and identifies new projects and funding requirements.
- Reviews designs prepared by engineers and consultants in order to achieve technical adequacy and compliance with regulatory requirements.
- Reviews environmental studies, reports and permits for compliance with applicable laws, regulations and policies.
- Manages geotechnical data and data related to current tunneling practices as it relates to CSO LTCP.
- Coordinates engineering projects with other DC Water departments and engineering disciplines.
- Reviews documents received from consultant engineering firms for quality control and compliance with requirements for large tunneling projects delivered using design-build.
- Monitor the program consultants efforts to identify and mitigate potential sources of project delays during the construction phase.
- Performs other duties and responsibilities as assigned by the supervisor.
Key Working Relationships: This position has significant interaction with outside contractors and consultants, and with other DC Water departments.
MINIMUM QUALIFICATIONS:
- Bachelor of Civil Engineering or related field
- Masters Degree in Geotechnical/Structural Engineering is a plus
- PE License is a plus
- 7 years or more of progressive engineering experience in tunnel engineering design that includes at least 2 years experience involving water and sewer system tunnel projects is required.
- Experience in soft ground tunneling is preferred
- An understanding of design-build project delivery methods preferred
OTHER PREFERRED REQUIREMENTS:
- An expert knowledge of geotechnical/structural tunnel engineering design principles and design-build project delivery method is required.
- A current knowledge of industry engineering codes and standards, along with a current knowledge of federal and local environmental laws and regulations is required.
- Proficiency using a personal computer to include a current knowledge of professional engineering software is required.
- Excellent verbal and written communication skills are required.
- Well-developed management skills including effective delegation of work and performance management is required.
- Exceptional attention to detail is required.
- General office conditions.
- Subject to indoor and/or outdoor environmental conditions that include exposure to extreme cold and/or extreme hot temperatures.
- Subject to noise and to hazards from a variety of physical conditions.
- Subject to atmospheric conditions that affect the respiratory system or skin such as fumes, odors, dust, mists, gases or poor ventilation, or to exposure to oils or other cutting fluids.
