This position is located in the DOI, IBC, Human Resources Directorate, Payroll Operations Division, Benefits Branch. The Benefits Branch provides retirement, health benefits, military service deposit, and Thrift Savings processing services to multiple agencies serviced by the Payroll Operations Division. These services include the update and maintenance of retirement records, health benefits enrollments, military service deposit (MSD) records, and Thrift Savings Plan (TSP).

  • Responsible for the day to day operations of the assigned unit in the processing of retirement, health benefits, military service deposits and Thrift Savings Plan (TSP) actions.
  • Assists in the development of benefits operating procedures and program systems and provides guidance to the Payroll Operations Division and Servicing Personnel Offices relating to benefits functions.
  • Oversees quality control of subordinate technicians and specialists, provides training, and develops official work instructions.
  • Reviews subordinates performance and ensures key controls are in place to identify accuracy and timeliness, and addresses employee conduct issues.  
  • Works with Branch Chief to review OPM, Thrift Board, departmental, Bureau and Comptroller General Issuances for impact to the benefits portion of the automated payroll systems and internal operating systems and procedures.
  • Reviews all payroll and personnel releases and instructional material to ensure proper integration into the benefits process for clients served.
  • Responds to requests for assistance in resolving difficult and or highly unusual problems with system and/or procedural processes.

    Applicants for the GS-11 grade level must possess one year of specialized experience equivalent to at least the GS-09 level or have a PH.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Applicants for the GS-11 grade level must possess one year of specialized experience equivalent to the GS-09 level. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience which includes, but is not limited to civilian payroll processing of Federal civilian benefits, utilitzation of payroll and subsidiary systems to accomplish benefits related assignments, knowledge of benefits regulations and formulating and performing complex mathematical computations in order to make necessary adjustments and develop system specifications in relation to processing Federal benefits.

     

    Applicants for the GS-12 grade level must possess one year of specialized experience equivalent to the GS-11 level. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, specialized experience for this position includes but is not limited to providing advanced level advice and guidance in regards to Federal payroll regulations, procedures, and processes. In addition, interpreting new Federal payroll regulations/laws and participating in the development of implementing payroll procedures; identifying and analyzing problems associated with payroll operations and developing resolution strategies; identifying and evaluating potential process changes to increase efficiency and reduce cost; lead payroll operations initiatives to implement changes in operations; and coordinating projects that pertain to aspects of payroll processing including Federal Personnel and Payroll System (FPPS) or function changes.

    A written test is not required.


    A combination of education and/or experience may substitute for the specialized experience requirement.

    Only education from institutions which are accredited or preaccredited/candidate for accreditation may be used to meet education requirements

    HOW YOU WILL BE EVALUATED:
